This bylaw prohibits owners of and individuals residing in or on land, premises or property and leaseholders from contaminating the atmosphere through the emission of smoke, dust, gas, sparks, ash soot, cinders, fumes or other effluvia.

This bylaw prohibits the deposition of contaminated soil on an land within the City of Surrey. Schedule A lists the substances that are considered contaminants, including: arsenic, benzene, cadmium, carbon tetrachloride, chloroform, chromium, coal tar, cobalt, dichloromethane, ethylbenzene, lead, naphthalene, nickel, PAHs, para-dichlorobenzene, pentachlorophenol, PCBs, styrene, tetrachloroethylene, and trichloroethylene.
