This Act provides a comprehensive framework for the protection and promotion of public health in the Northwest Territories. It outlines specific requirements of health care professionals when diagnosing, testing, or immunizing for a notifiable disease (includes cancers and benign tumors) and allows the Chief Public Health Officer to establish a voluntary immunization program for all or a part of the Northwest Territories. It grants the Commissioner the power to make regulations including (but not limited to) those respecting food safety, water supply, immunization for the prevention or treatment of diseases as notifiable immunizations.

Section 48 of the regulation requires that the Chief Executive Officers of health care facilities providing diagnostic imaging services take steps to provide protection against ionizing radiation. Section 50 also states that if a hospital has a diagnostic imaging department with a qualified radiologist in charge, investigations must be undertaken under his/her authority, and he or she must set up standard operating procedures to protect patients and staff.

This regulation restricts the use of crocidolite in any asbestos process and the spraying of insulation materials containing asbestos. Employers must also provide protective equipment for workers that may be exposed to asbestos, ensure that the work area is safe and ventilated, that asbestos materials are handled properly, provide proper training for employees (including information relating to lung cancer and the effects of smoking), and provide a complete physical examination of the employee to diagnose asbestos-related illness.

This regulation ensures that working environments where silica is handled are safe and ventilated, employees have adequate protection from silica dust, and that employees are properly trained on the safe handling and disposal of silica as well as the health effects of silica inhalation and smoking. In the event that silica dust cannot be removed from the air workers must be isolated to minimize exposure. Employers must also arrange for a complete physical examination of employees for the diagnoses of silica-related illness.

This Act establishes the only public community college in the Northwest Territories. Under the Act, the Minister of Education, Culture and Employment is responsible for post-secondary education. This Act provides the Minister with the authority to establish a board of governors for the college. The board is responsible for recommending priorities for programs and courses and college admission requirements to the Minister, and may allocate resources for recreational, athletic or sports programs at the college.

This Act provides guidelines for municipal planning by enabling municipalities councils to ask for a general plan describing the manner in which the development or redevelopment of a municipality may best be organized and carried out, having regard to considerations of orderliness, economy and convenience. A general plan must include proposals relating to the provision of public roadways, services, public buildings, schools, parks and recreation areas and the reservation of land for these and other public and community purposes.
