Specialist, System Performance

Overview

The Partnership’s Cancer Systems, Performance and Innovation Division drives improvements in Canada’s cancer system through data, research, economic modelling and innovations such as digital healthcare. This division monitors emerging health technologies and leverages data systems to determine gaps and opportunities for improvements in cancer care and informs internal partners on innovative approaches, international best practice and compelling evidence to support key partnership decision making. The division enhances regional integration, with leads located across the country with the mandate of increasing responsiveness to local cancer care needs and opportunities. This division also leads data collection, analysis and reporting to Canadians on the performance of the cancer system and progress of the Partnership and its partners in delivering on the eight priorities of the 2019-2029 Canadian Strategy for Cancer Control.

The Specialist, System Performance is part of the team responsible for designing and developing ground-breaking knowledge products that inform critical cancer system improvements across Canada. Reporting to the Manager, System Performance the Specialist will take a lead role in developing new system performance content. This includes a particular focus on developing strategies to enhance the impact of the content including innovations in story-telling, data visualization, messaging, dissemination, and communication. The Specialist will also be responsible, working with other teams, to ensure the content reflects cultural competence and addresses the needs of at risk and underserved populations across Canada.

Core responsibilities and activities

  • Holds accountability for the development of system performance content, from planning, researching, writing, and mobilizing knowledge, to inform cancer control decision- making
  • As content lead for assigned knowledge products, coordinates the content development through collaboration with program teams, jurisdictional and system partners and expert advisors, and ensures strategic alignment to the Canadian Strategy for Cancer Control and the Partnership’s business plan
  • Enhances the Partnership’s digital storytelling approach, through the use of quantitative and qualitative information, patient and provider experiences, and data visualizations
  • Develops reports, infographics, presentations and other knowledge mobilization products to drive system change
  • Collaborates with program teams and partners to incorporate an equity lens to the work, as well as First Nations, Inuit and Métis perspectives
  • Conducts literature reviews and environmental scans, in support of cancer system performance analysis and reporting, and contributes to the synthesis of results
  • Leads the development of new indicators, or revision of existing indicators; this is done in consultation with experts and partners both within and outside the Partnership
  • Supports the development of data specifications, in collaboration with Analytics team, to support the cancer agencies and other partners in interpreting specifications and submitting information
  • Designs surveys and other information gathering tools, collects and interprets results, prepares analysis plans, and presents synthesis of results
  • Works cross-functionally on projects and initiatives at the Partnership, providing measurement and reporting advice, as well as coordinating content development, writing and contributing to data analysis activities
  • Supports working groups, expert panels, and other groups supporting the System Performance work including meeting planning and scheduling, content preparation, facilitation of discussion, presentation of material, documentation of action items, and recording of minutes
  • Supports knowledge mobilization activities for System Performance work

Communications

  • As a content specialist for performance measurement, keeps abreast on the latest trends, knowledge, and evidence on the topic. Builds and maintains a network of expertise to gain knowledge on best practice, seeks out opportunities for advancing the Partnership’s priorities and actions
  • Prepares communication and presentation documents related to System Performance work
  • Collaborates with internal and external partners, maintaining excellent communication through written, virtual and in-person interactions
  • Assists the Director and Division as needed
  • Performs other duties and ad hoc projects as required

Competencies

The Partnership’s core competencies are a key element to reviewing performance. While the duties and responsibilities of a position tell you the “what,” the competencies tell you the “how.” We have developed five universal competencies which we expect to be exhibited by all employees regardless of level or position, as well as five leadership competencies which we expect to be exhibited by staff in people management positions. or position.

Qualifications

  • Master’s degree in Health Administration, Health Sciences, Public Health, Business Administration, Economics, Health Informatics, or other relevant discipline, or an acceptable combination of education and experience
  • Minimum 5 years’ experience, preferably in the non-profit or healthcare sector. Training in and/or experience with health equity is an asset
  • Extensive experience in written communication and storytelling for diverse audiences (lay public, health system administrators, scientific community, etc.), including digital writing skills (including website content, report writing, presentation development)
  • Aptitude for analyzing and interpreting data, synthesizing evidence
  • Experience in health system performance measurement, including development, interpretation and application of indicators
  • Experience in research, including conducting systematic literature reviews and environmental scans
  • Experience in information dissemination and knowledge mobilization
  • Proficient in Microsoft 365 (Outlook, Word, Excel, PowerPoint, SharePoint, Teams, OneDrive)
  • Experience working with First Nations, Inuit and Métis is an asset
  • Bilingual in English and French is an asset

Level 6 salary range: $77,523 - $104,885 per year; Compensation offered will be based on an assessment of the candidate’s knowledge, skills, competencies, and experience, while ensuring internal equity.
