    Chief Executive Officer

    Cindy Morton joined the Partnership as Chief Executive Officer (CEO) in July 2017. She brings diverse experience from senior leadership roles in the health and public sector, and expertise in fiscal planning, strategic thinking and partnership promotion.

    In her previous role, Ms. Morton served as CEO at eHealth Ontario, an agency of the government of Ontario, working across the health care sector to implement an electronic health record system for the province. She has extensive experience in stakeholder engagement and partnership development at both the provincial and national levels as well as stewarding the delivery of complex systems initiatives.

    Ms. Morton has an extensive background in public service leadership holding numerous deputy minister portfolios in Ontario as the Deputy Minister of the ministries of Labour and Health Promotion, and in British Columbia as Deputy Minister of the ministries of the Attorney General, Education and Labour. She also served as the Senior Vice-President and General Counsel of the Workplace Safety and Insurance Board and was on the board of directors at the Radiation Safety Institute of Canada in 2014.

    Ms. Morton is a member of the Law Society of Upper Canada and practiced administrative law before joining the public service. She is a graduate of York University’s Osgoode Hall Law School.

    Nicole Beben joined the Partnership in September 2014 as Vice-President, Strategy. She brings public and private sector experience leading complex, strategic initiatives and extensive knowledge exchange, stakeholder relations and communications activities.

    Most recently, Ms. Beben was Vice-President, Knowledge and Care Exchange Programs at Saint Elizabeth Health Care. In this role she was responsible for advancing cross-cutting strategic initiatives in the majority of provinces and territories to advance social and health outcomes impacting home and community health care. Previously as Executive Director she was responsible for the Care to Know Centre, where she created the first social networking site for home health care stakeholders in Canada.

    Earlier roles include leading the strategic community investment portfolio within the national marketing and communications department at TELUS, and creating and implementing health promotion and public awareness campaigns at the Hospital for Sick Children.

    Ms. Beben has received a number of awards for her work including the Canadian Public Relations Society National Award of Excellence for Media Relations in 2007 and the International Association of Business Communicators Award of Merit for Media Relations in 2007. Ms. Beben holds an Honours Bachelor of Arts from the University of Guelph and a Master of Arts in Sociology and Anthropology from the University of Victoria and University of Guelph.

    Vice-President, Cancer Control

    Dr. Craig Earle joined the Partnership as Vice-President, Cancer Control in 2017. He brings a wealth of experience and expertise in patient-centred care and system design having worked in both the Canadian and American cancer systems throughout his career.

    Dr. Earle is a medical oncologist, specializing in gastrointestinal oncology. He came to the Partnership from his clinical practice at Sunnybrook’s Odette Cancer Centre. He is a former Director of the Ontario Institute for Cancer Research’s Health Services Research and Clinical Trials Programs and he is the Cancer Program Leader, and Senior Scientist, at the Institute for Clinical Evaluative Sciences. His personal research focuses on evaluating and improving the quality of care received by advanced cancer patients and cancer survivors, the effects of financial incentives on care delivery, and making linked, de-identified administrative data more available for health research. Dr. Earle is a Professor in the Department of Medicine at the University of Toronto, he chairs the Ontario Steering Committee for Cancer Drug Programs, and he is a member of the pan-Canadian Oncology Drug Review Expert Review Committee both with the Canadian Agency for Drugs and Technologies in Health.

    He received his medical degree and Masters in Science (epidemiology) from the University of Ottawa, and completed a research fellowship at Harvard, after which he spent 10 years from 1998 to 2008 on faculty at Harvard Medical School and the Harvard School of Public Health.  While there, he was the founding Director of the Lance Armstrong Foundation Adult Survivorship Clinic at Dana-Farber Cancer Institute.

    Prior to this role as Vice-President, Cancer Control, Dr. Earle worked with the Partnership on several initiatives over the past decade including: system performance reporting, the Canadian Partnership for Tomorrow Project, Oncosim and the Canadian Cancer Clinical Trials Network.

    Vice-President, Finance & Corporate Services

    David Lynch joined the Partnership as Vice President, Finance and Corporate Services in 2016. He brings a breadth of executive leadership experience in finance, human resources, change management and operations.

    Previously, Mr. Lynch was Associate Deputy Minister, Tax and Benefits Administration with Ontario’s Ministry of Finance. Overseeing an annual budget of almost $500 million, he led the strategy development aimed at tackling contraband tobacco and the ‘underground economy.’ Mr. Lynch has led province-wide service delivery initiatives including the implementation of more collaborative, client-focused finance and corporate service models with the Ministry of Natural Resources and the Ministry of Community Safety and Correctional Services. He is also credited with establishing the organization design and set-up of the Ministry of Aboriginal Affairs in 2006 when he first was appointed to the role of Chief Administrative Officer.

    Mr. Lynch also provided leadership across the Ontario Government as Chair of the Chief Administrative Officers Forum, Co-Chair of the Ontario Public Service Human Resources Council and as a member of the OPS Corporate Audit Committee. Outside of the Ontario Government, he has been active with the United Way and with the Conference Board of Canada on the Executive Committee of their Strategic HR Management Council.

    Mr. Lynch is a graduate of the University of Waterloo with an honours Bachelor of Environmental Studies in geography and economics, and has completed the Ivey School of Business Executive Program.
